Regulating Internet Bandwidth
The Information Technology department
has several network components in place that regulate the bandwidth
available to the students in the SIUC residence halls. First, each student
is required to sign up for the network service and is also required to have
a Network ID. Each login of the Network ID is restricted to 512kbps
(kilo-bits per second). Secondly, the Housing department has purchased
45mpbs (mega-bits per second) strictly for the use of the students in the
residence halls. No other entity on campus is allowed to use the Housing
bandwidth and the students are not allowed to exceed that limit.
This web link previously described a
“time-of-day” approach towards bandwidth utilization. The time-of-day
practice stopped when Housing bandwidth was implemented.
This web link also previously addressed
P2P (peer to peer) applications and their use on campus. SIUC has become
more rigorous in limiting and blocking the use of P2P applications with the
emphasis on blocking in two ways:
First, we endeavor to prevent any file
on any machine (in the residence halls, connected via wireless or a
University owned machine) from sharing any file using a P2P application.
Secondly, we endeavor to prevent any
copyrighted file from being down loaded to any machine on the SIUC campus.
All
customers who utilize the SIUC campus network to access on-campus
resources and off-campus resources via the Internet should read and
understand the following three documents:

The Board of Trustees at Southern Illinois
University maintains a policy that insures every individual in the SIUC
community two basic rights: privacy and a fair share of resources. This
policy also provides general guidelines to be followed when using SIUC
network-based services.

2.
SIUC ACCEPTABLE USE GUIDELINES, which defines the rules and guidelines
established for use of this resource. Failure to adhere to these rules
could result in the termination of your service agreement.
