Use Policy for SIUC Network-Based Services
The principles that apply to everyday community life often apply to network computing. The Board of Trustees at Southern Illinois University maintains a policy that insures every individual in the SIUC community two basic rights: privacy and a fair share of resources. This policy also provides general guidelines to be followed when using SIUC network-based services. These guidelines are summarized below.
Computing ID Ownership and Usage
- On shared computer systems, every user is assigned an ID. No one should use an ID without the explicit permission of the owner.
- ID owners should not knowingly provide other users access to data or information for which they are not authorized.
Information Ownership and Usage
- All files are to be assumed to be private and confidential unless the owner has explicitly made them available to others.
- The distribution of programs and databases is controlled by laws of copyright or licensing agreements and must be observe
E-mail and Newsgroup Usage
- Electronic mail sent to others must always correctly identify the sender and should be considered confidential.
- Obscenities or other forms of harassment are prohibited.
- Participation in chain letters or money-making schemes is prohibited.
- Excessive multiple postings and/or excessive cross-postings to off-topic or inappropriate Usenet newsgroups (Spamming) is prohibited.
Network and System Resource Usage
- Network traffic and content must be considered private.
- Users must honor the usage policies and regulations of the networks with which they interface.
- Deliberately attempting to degrade or disrupt system performance or to interfere with the work of others is prohibited.
- Computing equipment owned by departments or individuals can be used only with the owner's permission.
- University resources are provided for university purposes. Any use of these resources for commercial or personal financial gain is prohibited.
- Loopholes in the security of any computer system must be reported to the system administrator and not used for personal gain or to disrupt the work of others.
- Computing and information resources are community resources. Their theft, mutilation, or abuse violates the spirit of the community.
Failure to observe any of these guidelines may lead to the loss of network access to SIU computing resources and/or disciplinary action.
